It's not possible for partners to install WorkSmart on phones or other mobile devices. Although it's not possible to track time while working on a mobile device, you should discuss this scenario with your manager in order to confirm if that time can be added as manual time.

WorkSmart can only be installed and used on contractor's computers using supported operating systems, for more information you can review the WorkSmart System Requirements article.

So basically, if you want to get paid for your time. PC is the only option.
